NOTICE OF PUBLIC HEARING

TOWN OF BLACKSTONE

 

 

The Blackstone Town Council shall conduct a Public Hearing on February 24, 2020 at 7:00 p.m., or as soon thereafter as practical in the Town Council Chambers located at 100 W. Elm Street, Blackstone, Va.  The purpose of the Public Hearing is to consider an ordinance adopting a deferral on a portion of real estate tax increase resulting from improvements contemplated for Magnolia Place Apartments.  Additionally, this ordinance would also permit the community to be designated a revitalization area and meet the Virginia Housing Development Authority’s definition of such an area for the purpose of obtaining federal funding for the redevelopment of the community located at 701 Church Street. This ordinance, if approved, is authorized by the Code of Virginia, Section 58.1-3219.  A copy of the proposed ordinance is on file in the Town Manager’s office located at 100 W. Elm Street, Blackstone, Va.  Additional information may also be requested from the Town Manager’s office at philipv@townofblackstoneva.com or (434) 292-7251.  All persons interested in commenting on the proposed ordinance should be present at the above stated date and time.  It is the Town’s intention to comply with the ADA.  Physical or sensory accommodations are to be requested from the Town Manager’s office no later than 5:00 p.m., February 20, 2020.

Notice is hereby given that on February 24, 2020, the Town Council of the Town of Blackstone, Virginia (the “Town”) will conduct a public hearing, which may be continued or adjourned, as required under applicable law, in accordance with Section 15.2-2606 of the Code of Virginia of 1950, as amended, with respect to the adoption by the Town Council of a resolution or resolutions, as may be necessary or convenient, regarding the proposed financing of certain public water and wastewater infrastructure improvements, including (i) completion of the Town’s East End sewer system, new water meters, installation of a conveyor system at the wastewater plant and upgrading the water disinfection process to an ultra violet system, all together with related administrative and financing costs (collectively, “the Project”), through interim financing and by the Town issuing a general obligation note or notes to be issued in an aggregate principal amount not to exceed $1,600,000.  The purpose of the financing is to fund the costs of the Project on an interim basis.  The Town further plans to issue an additional amount of notes to refund certain outstanding indebtedness in an amount not to exceed $1,600,000. The Town plans to permanently finance the Project and the refunding amount with one or more bond issuance.

 

The public hearing will be conducted at 7:00 p.m., or as soon thereafter as the matter may be heard by the Town Council, at the Town Hall Council Chambers, 100 W. Elm Street, Blackstone, Virginia.  Interested persons may appear at such time and place and present their views whether orally or in writing, or submit written comments prior to the hearing.  The Council may set time limits on speakers and other rules and procedures for the conduct of this public hearing.  Any persons with disabilities are urged to contact the Town Manager’s Office at (434) 292-7251 prior to the public hearing to arrange for any necessary accommodations.   For additional information, please contact the Town Manager’s Office.

Notice to the Public

 

The Town of Blackstone (Town) will be hosting community forums open to the public on February 3rd and 17th, 2020 and March 2nd and 16th, 2020 from 3:00PM to 5:00PM. These forums will discuss updating certain sections of the current Comprehensive Plan for the Town. Community input and participation is strongly encouraged. The agenda for each meeting will be as follows: February 3rd – Land use and population, February 17th – housing and economy, March 2nd – transportation and community facilities and services, March 16th – parks and recreation, tourism, and infrastructure. Town staff encourages all stakeholders to attend these forums to provide community input for these sections.

It is the intention of the Town to comply with the Americans with Disabilities Act. Should you need special accommodations, please contact the Town Office prior to 5:00 PM, on January 31st, 2020, February 14th and 28th 2020, and March 13th, 2020.

NOTICE OF INTENT

The Town of Blackstone intends to file an application with the USDA Rural Development for financial assistance to construct water distribution and sanitary sewer collection lines as well as improvements to the Town’s Water Treatment plant.

A Public Meeting for comments will be held at 7:00 p.m., February 24, 2020 in the Blackstone Town Council Chambers, 100 W. Elm Street, Blackstone, Va., to discuss the proposed project and to provide the opportunity for public comment.

NOTICE OF JOINT PUBLIC HEARING

The Blackstone Town Council and Planning Commission shall hold a Joint Public Hearing on February 27, 2020 at 6:00 p.m., in the Town Council Chambers, 100 W. Elm Street, Blackstone, Va.  The purpose of the Joint Public Hearing is to consider a Text Amendment to the Blackstone Zoning Ordinance which would permit Computer Based Gaming Machines in the B-G, General Business zoning district as a Conditional Use.  The Town Council may make a final determination following this Joint Public Hearing.  Any person desiring to speak for or against the request should attend the Joint Public Hearing at the above stated date and time.  Questions or requests for additional information should be directed to the Town Manager at philipv@townofblackstoneva.com or (434) 292-7251.  It is the Town’s intention to comply with the ADA.  Any person requiring physical or sensory accommodation should contact the Town Manager’s office no later than 5:00 p.m. February 20, 2020.
