FY26 Water & Sewer Rates Water & Sewer Rates Effective July 1, 2025 Usage Town of Blackstone In-Town Gallons: Amount: FIRST 3,000 $26.42 3,001 – 40,000 $8.81/1000 40,001 – 87,000 $8.64/1000 87,001-130,000 $8.52/1000 ALL OVER 130,000 $8.35/1000 Minimum sewer fee of $26.49 Sewer Rate will be $8.81 per thousand gallons of water over 3,000 gallons used. Customers having sewer only will be charged $41.37 per month. Also 50% additional charge for water and sewer for all customers outside the corporate limits. Town Of Blackstone Workforce Housing The Town has established a Workforce Housing Revolving Fund Program (WHP) designed to facilitate the transition of individuals into first-time homeownership within the Town of Blackstone. Who does this program hope to assist? Answer - This program is geared toward the Workforce class. The workforce class is defined by an individual holding a position/career/job for a minimum of 24 months. 2. Does Credit Score impact my chances of purchasing a home under this program? Answer - Although the Town does not use your credit score, prospective clients must demonstrate their ability to secure financing for the purchase of a home. Lenders typically assess various factors, including credit score, debt-to-income (DTI) ratio, and monthly discretionary expenses, when determining the loan amount, they are willing to extend. 3. If my credit score is low, will the program work with me to become a homeowner? Answer - The Town collaborates with the Southside Outreach Group (SSG) in South Boston to assist individuals in improving their credit scores to qualify for loans from lenders. Upon receipt of a loan application and all necessary documentation by the Town, these materials are forwarded to SSG. SSG then obtains a comprehensive credit report from all three major credit bureaus and reaches out to the client directly. A detailed discussion takes place regarding the client's credit score, its implications, and potential strategies to enhance the client's score. 4. Does the home have to be built in Blackstone? Answer - In accordance with the program's design, it is mandatory that all residences developed under this initiative be constructed on single-family lots that are owned by the Town of Blackstone. 5. Do I have to be a Blackstone/ Nottoway resident? Answer - We invite all individuals interested in homeownership to apply for the program, with particular encouragement for residents of Blackstone to participate. This initiative is accessible to a diverse range of applicants. 6. Can I apply for the program if I have already owned a home? Answer - Regrettably, the program is designed specifically for first-time homebuyers or individuals who have not owned a residence within the past three years. 7. How long will it take to become a homeowner through this program? Answer - The timeline varies by client, as each person is at a different stage in their lives. If a client is approved for a loan, the average home can be built in approximately 6 months, depending on weather and other factors. FAQ:

Utilities New Utility Service To open up a new account with the Town of Blackstone you must visit our office to sign the new service paperwork, provide all necessary documents, and pay the deposit and connection fees. Required Documents: * Form of ID * Social Security Card * Copy of signed lease If you are unable to provide a social security card, we can accept a formal document that has your full name and full social security number. (Example: W2) We also offer to run a soft credit check that verifies your social security number matches your name. Choosing to do this will be an extra $3.00 charge. The deposit amount depends on what services are provided at the address for which you are inquiring. Deposits: * Electric: $250.00 * Water: $125.00 * Electric and water: $300.00 Connection fees are $10.00 per service. We require that all documents and full payment is received before an account can be opened. We accept cash, check, and card payments. Our business hours are Monday-Friday from 8AM to 5PM. We do ask if you are coming in to set up new utilities and would like it to be connected into your name the same day that you come in by 3:30 to get all the paperwork processed. Lakeview Cemetery The Lakeview Cemetery Association, Inc. was chartered as a corporation in 1891 and operated Lakeview Cemetery as a private cemetery until February 4, 1930, when it was purchased by the Town of Blackstone because of the efforts of certain women's organizations that wanted it taken over by the town and properly maintained. The Town has purchased additional land and still maintains the grounds. Lakeview Cemetery records are handled at Town Hall. Please call 434-292-7251 during normal business hours for any questions or concerns. The Town Council has adopted a new Cemetery Policy beginning January 25, 2021.
